Hoe is a tool crafted at the Workbench from 5 
Wood and 2 
Stone. It has 200 durability and upgrades to quality 3, each level adding 1 wood and 1 stone. Right-click opens its menu of ground operations: levelling, raising, and the path and paved road surfaces. Raising ground costs 2 stone per operation and needs a workbench in range, and holding shift takes the target height from the ground under the cursor instead of the ground under the player.
Past quality 3, the Forge of Potential will take it one level further for 1 Wooden Battle Idol plus 4 Wood and 4 Stone. No other station asks for the idol.
Each quality level adds 200 durability. Quality 2 costs the per-level amount and quality 3 twice that.
With devcommands enabled, this drops Hoe at your feet. The ID is case sensitive; the last number is the amount.
