Hooded Lantern is a light source with no crafting recipe and no drop source in the game files. Every number on it matches the 
Salvaged Lantern: 3 block power, 5% movement cost, 2 weight and the Clubs skill. Like that lantern it needs no fuel, which is the whole advantage over a 
Torch.

With devcommands enabled, this drops Hooded Lantern at your feet. The ID is case sensitive; the last number is the amount.
