Lox Pelt and 2 
Silver. It gives 1 armour, rising by 1 a quality level to 4 at quality 4, and has 1200 durability. It halves frost damage, so it covers the mountains without spending a mead slot on frost resistance.
Past quality 4, the Forge of Potential will take it one level further for 1 Black Metal Protection Idol plus 9 Lox Pelt. No other station asks for the idol.

Each quality level adds 1 armor and 50 durability. Quality 2 costs the per-level amount, quality 3 twice that and quality 4 four times, so the last level is more than half of the total.
