Leather Straps is a material dropped by Krigen, both the single and the dual-wielding variant, and it has no other source. Four recipes call for it, all of them body armour: Chestpiece of the Vanguard and the casts for the Protector and Vanguard bodies, at 4 straps a craft. It stacks to 50 at 0.5 weight, so a couple of kills cover the whole requirement.
