Mould: Chestpiece of the Vanguard, then hardened into the finished piece at a Frost Foundry, which burns 
Liquid Frost for 50 seconds to do it. It gives 34 armour, 2 more per quality level to 40 at quality 4, with no movement penalty.
No bench makes this outright. The station recipe below only upgrades it; the piece itself is cast from a mould and hardened at a Frost Foundry.
50 seconds burning Liquid Frost turns the cast into the finished Chestpiece of the Vanguard. Upgrades then happen at the Black Forge, level 5 and up.

Past quality 4, the Forge of Potential will take it one level further for 1 Bloodgold Protection Idol plus 27 Bloodgold, 18 Elaking Hair Bundle and 9 Leather Straps. No other station asks for the idol.

Each quality level adds 2 armor and 200 durability. Quality 2 costs the per-level amount, quality 3 twice that and quality 4 four times, so the last level is more than half of the total.
