Troll Leather Hood, 
Troll Leather Tunic and 
Troll Leather Trousers, all four pieces together grant Sneaky.
Past quality 4, the Forge of Potential will take it one level further for 1 Bronze Protection Idol plus 22 Troll Hide and 22 Bone Fragments. No other station asks for the idol.

Each quality level adds 1 armor and 50 durability. Quality 2 costs the per-level amount, quality 3 twice that and quality 4 four times, so the last level is more than half of the total.
