Troll Hide. It gives 6 armour, 2 more per quality level to 12 at quality 4, on 500 durability. The trousers carry no sneak bonus alone: the +15 Sneak needs the 
Troll Leather Tunic and 
Troll Leather Hood on as well, which is 5 Troll Hide per piece.
Past quality 4, the Forge of Potential will take it one level further for 1 Bronze Protection Idol plus 9 Troll Hide. No other station asks for the idol.

Each quality level adds 2 armor and 200 durability. Quality 2 costs the per-level amount, quality 3 twice that and quality 4 four times, so the last level is more than half of the total.
